House teams grills cagey Kabura on NYS scam

The National Assembly’s Public Accounts Committee (PAC) has put to task one of the key suspects Josephine Kabura on her role in the National Youth Service (NYS) scandal that led to the loss of Sh791 million of taxpayers money.

Ms Kabura, who had failed to show up for grilling three times, arrived at Parliament Buildings with her lawyer in tow.

There was drama as PAC members bickered over how to question the NYS scam suspect who at one point suggested they follow the list of questions they had sent to her in response to a query about who called her from the procurement department to inform her about the tenders she applied for and won.

Ms Kabura told the PAC that she was the sole proprietor of 20 firms that applied to tenders at the NYS.

Asked to explain how she transported Sh52 million she withdrew from one of her firm’s accounts, she said she used three bags which she then carried one by one to a  quarry to pay road construction workers.

In the ongoing grilling, Ms Kabura has been dogdy to answer direct questions instead choosing to consult her lawyer at every instance before responding.

At one point, Suba MP John Mbadi accused fellow PAC members of acting as Ms Kabura’s advocate for interjecting when she was answered questions.

During the proceedings the PAC chairman Nicolas Gumbo threatened to declare Kabura a hostile witness after for failing to answer questions.
